You are right. You can package it for non-free, but you may not distribute
a patched version.

It isn't your english, it's theirs. They appear to be saying that you may
not distribute a modified version, and, if you do, you must do a bunch of
stuff. Contradictory. I don't know what the hell they are trying to say,
but what they did say is that majordomo is not free.
