Not IMHO. dpkg-dev's priority should be downgraded.

Does anyone actually want this package? It's been orphaned and libc5
*and* depending on elf-x11r6lib for an awfully long time now. In fact
it's the last package in main to depend on elf-x11r6lib (for i386 at
least). IMHO this is a good candidate for a move to project/orphaned.

This is a bug in your script; libnet-perl provides libnet.
