It is better that filename header as
      non-US/binary-i386/package.deb
or
      dists/unstable/non-US/binary-i386/package.deb

And debian-non-US looks like

 debian-non-US/
	non-US/binary-i386/package.deb
	bo -> ../debian/bo
	stable -> ../debian/stable
        non-free -> ../debian/non-free
	contrib -> ../debian/contrib
	
	dists/unstable/main -> ../../../../debian/dists/unstable/main
	dists/unstable/non-free -> ../../../../debian/dists/unstable/non-free
	dists/unstable/contrib -> ../../../../debian/dists/unstable/contrib
	dists/unstable/non-US/binary-i386/package.deb

and debian shoule be mirrored next to debian-non-US.

Then we can dselect both Debian and debian-non-US at the same time
if you dselect 
	select method as ftp
	host to non-us site
	directy to /pub/.../debian-non-US
	distribution to stable contrib non-free non-US
		     or dists/unstable/main dists/unstable/non-US ...

You can try it at ftp://ftp.jp.debian.org/pub/linux/debian-jp/, where
you can install packages of debian, debian-non-US, and debian-jp at once.

# Currently non-US packages is rebulit as above and make symlinks of deb files.
