Packages up for adoption.

I'd like to put the following packages up for adoption.  If no one
else wants them, I'll keep them, but I want to make sure I have plenty
of time to deal with my other packages, particularly issues related to
the new emacs arrangement.

  libident:
  needs a small amount of work to switch to --strip-unneeded for the
  shared libs (see the bug list).

  scm, slib:
  Needs some coordination with the guile maintainer to support slib
  catalog config for both scm and guile at install/run time.
