I agree with you about /usr/src/linux, though not for your reasons.

The whole point of having libc depend on a particular version of kernel
headers is so you can have a different version of headers with your libc
than the one that comes with your kernel, that is to say that you can have
two lots of kernel-headers installed.

Which one should include the linux symlink?

Better in my opinion for it to be neither of them than to think of some way
to make it work for either.

What's more, people will never want to use a linux symlink to get at the
libraries that come with their library. They might conceivably want to use
it to get at the ones for the kernel they're actually using.
