It seems that every few months, I have to spend 10 min finding this
information.  After all, it's not in the FAQ or either of the policy
manuals.  Instead, it's here:

  $ ls /usr/doc/*deb*/*bug*            # I can't remember exact titles either
  /usr/doc/debian/bug-log-access.txt
  /usr/doc/debian/bug-log-mailserver.txt
  /usr/doc/debian/bug-mailserver-refcard.txt
  /usr/doc/debian/bug-maint-info.txt              <----------
  /usr/doc/debian/bug-maint-mailcontrol.txt
  /usr/doc/debian/bug-reporting.txt

It comes from the doc-debian package.
