RTFM on how to close a bug?

I'm wondering about how to close any bug for my packages.  I just
can't find any documentation regarding the topic under /usr/doc/ and
begin to suspect that there is no developers reference about it at
all.  Can someone please point me to TFM i'm supposed to R?
