We could just stop the mirrors by a few days, change that in master, tell
all the people doing mirrors to do the same, and restart the mirrors
again.
Everything we would need is a mailing list for people maintaining Debian
mirrors "Dear Debian `mirrorers', we are going to make the following
changes...".
