Libc5 packages in non-US distribution

This is the second posting of the list of packages in the non-US
distribution that may need work before they are fully libc6-based. I
made this list manually, based on the Packages file.

Upgrades for bzip, apache-ssl, libssl-dev, ssleay, ssltelnet, pgp-i,
and pgp-us have been installed.
