Why? What does this program have to do with tk, tcl, or wish?

It's a pretty generic text matching program that is useful for
matching or extracting bits from any structured text file like
program source, html, or mail files.

I get annoyed by packages randomly suggesting other unrelated 
packages. It's worst when it's "Recommends" since dselect won't 
let you exit normally without complying.
