Reorganizing system utilities

I noticed that hardware tools are in multiple packages. Can we organize
system tools into one package that is available on all arch's and then a
arch specific package with tools only available on that platform.

i.e. have

sysutils	Contains system tools available on all archs.
	Basically the old sysutils plus
		- hdparm
		- parts of hwtools (scsi stuff)

i386-utils	Contains i386 specific tools
		- parts of hwtools (irqtune,memtest)
		- isapnptools

Maybe this list is incomplete

Other arch's might have different tools.

alpha-utils

sparc-utils

powerpc-utils

m68k-utils
