Looking around on CPAN, I found Locale::Msgcat. It implements
catopen(3), catgets(3), and catclose(3). It also specifically mentions
that it works on Debian 1.3.
Caveat: I've not used this or gettext; I'm just comfortable with CPAN
and try to answer Perl questions on the debian lists.
