It's called the webster protocol and I'm pretty sure that it was
developed at MIT.  IIRC, the clients and servers are available and free
but the dictionary costs.  Back in the late 80's these were generally
available for use over the Net until dictionary publishers like Oxford
and Webster's got upset over copyright infringement.  Since there wasn't 
a free dictionary, the client and server weren't much good and mostly
vanished into obscurity having somewhat of a resurgence by having a
dictionary bundled on the Next with a webster interface.

BTW, I could be wrong on many of these points since it's been a really
long time in Net years...
