	I think not. A replaces by itself means that the new package
 replaces a subset of another package, but does not imply a conflict;
 that is, both packages may continue to co-exist peacefully. 

	A conflict and replace means that the new package totally
 replaces the old one; the older package may be deinstalled by the
 package management system. 

	Both these cases are distinct and legal.
