"release" and "build" programs

What happened to the "release" and "build" programs?  After the latest
update to unstable, they seem to suddenly have inexplicably
disappeared.  Previously, I could do "release --to master" and it
would nicely upload my stuff and save the e-mail.  Now I can't
(easily) upload packages anymore.
