Um, no, these files exist, and have existed for a long while (nextaw, for
example, has *always* has a shlibs file, from the first debian release):
-rw-r--r-- 1 root root 27 Oct 3 15:03 nextawg.shlibs
-rw-r--r-- 1 root root 27 Oct 3 16:11 xaw3dg.shlibs
joey@kite:/var/lib/dpkg/info>cat nextawg.shlibs
libXaw 6 xlib6g (>= 3.3-5)
joey@kite:/var/lib/dpkg/info>cat xaw3dg.shlibs
libXaw 6 xlib6g (>= 3.3-5)
