upgrading to hamm

Forgive me if this has already been said, but the most expedient
mechanism for providing backwards compatability with older dpkg (and
dselect) versions, while allowing upgrade to hamm would be to provide a
package which is nothing more than a script which runs down a checklist
-- asserting or installing as necessary.

Ideally, every base package would pre-depend on this script. It'll be a
bit ugly, marking the script's package as installed while the script is
running.
