Hi,

	The proposed (and accepted) solution for perl was to create a
 perl-base package, which is on the base system and essential, and to
 have the perl packaeg *supplement* it (no conflicts, no
 replacement). This may not yet have been implemented.

	Maybe kbd can do something similar?
