libpaper maintenance



Hi,

if no one complains, i'll take over the maintenance of libpaper.

Since the package is really small, i will generate just two packages:
-libpaperg (like the actual one, compiled with libc6)
-libpaper  (just the libc5 libraries and paper.h; depends on libpaper)
(i.e., no separate libpaperg-dev, libpaper-altdev and libpaper-prog
for just a couple of files).
Is there any strong objection?
