That's exactly how it works, you can increment the upstream version or the
debian revision and the package will be considered an upgrade.  In fact,
it is possible to use the same source package if you include the debian
stuff in your normal upstream source and eliminate the debian revision
number altogether (like dpkg does).

There aren't any, GIF is intristicly non-free due to Unisys's patent on
it's compression and therefore anything that does GIF has to go in
non-free.
