This doesn't work. Many configuration scripts check the current state of
the system and ask different questions depending on the state. For example,
the postinst for ssh checks whether you have enabled rlogin/rsh in
/etc/inetd.conf and then offers to disable them. If you only install the
-config packages in the first run, the system might look completely
different.
Also, I don't think that interactive postint-scripts are such a big
problem. They don't ask their questions throughout the whole installation
process but only at the very end of it. So you don't have to sit in front
of your computer and watch dpkg skip every deselected package just to make
sure it doesn't stop with a question somewhere in between.

No, because foobar-therest depends on foobar-config.
