It doesn't require intervention; it gives the option of intervention -
if the administrator wants to give special projects their own group.
This is made even easier with gpasswd(1) - the administrator can
designate a user to administrate a group. That user can then add or
remove users as he sees fit.

Because otherwise every user is in the same group, and giving g+w is
effectively o+w.
