/dev/vcs* perms (was: Re: should fte provide /usr/bin/editor?)

IMHO, `login' should chown the vcs and vcsa devices
corresponding to the virtual console when someone logs in. This way,
`vfte' would work, `mc' wouldn't need a setuid binary to read VCS's,
and `vlock' (which I maintain) could be improved.
If noone objects, I'll submit a bug againts `login'.
