At least, the following could be done:

Duplicate the current debian-bugs-dist list to another one, for example,
debian-bugs-weekly (i.e. create another list with the same starting
subscriber list).
Next, post the weekly summaries in the debian-bugs-weekly list, instead of
the usual debian-bugs-dist.
Now every developer would be free to unsubscribe from debian-bugs-weekly
and *not* from debian-bugs-dist, and we would save a lot of bandwidth.
Later, if enough people get unsubscribed from debian-bugs-weekly, we could
consider to remove that list and encourage the use of
index maint <maintainer>
[ BTW: This works great! I have already put it in the crontab file in my
University's account ].
