Agreed. I have no idea why the FSF found it necesary to change the
semantics of a well-established patch option, but you're right that
the old semantics aren't going to go away and that dpkg-source will
have to learn to deal with it.
This came up during the NextStep port of dpkg and is fixed in the
sources for 1.4.1.2.
