Dependency checking by dpkg-ftp

I just tried to upgrade my system to the latest version of the packages
available on master. I am using the 'ftp' method for downloading and
installing the *.deb files.

Two of the packages it wanted to install were tcl76 and tcl7.6. The newer
version of tcl76 now depends on tcl7.6. But when it came to install the
packages, I got:

Installing files...
dpkg: regarding .../libs/tcl7.6_7.6p2-6.deb containing tcl7.6:
 tcl7.6 conflicts with tcl76 (<= 7.6p2-4)
  tcl76 (version 7.6p2-4) is installed.
dpkg: error processing
debian/dists/unstable/main/binary-i386/libs/tcl7.6_7.6p2-6.deb
(--install):
conflicting packages - not installing tcl7.6
(Reading database ... 22885 files and directories currently installed.)
Preparing to replace tcl76 7.6p2-4 (using .../libs/tcl76_7.6p2-6.deb) ...
Unpacking replacement tcl76 ...

Then all went well on the other packages, until:

dpkg: dependency problems prevent configuration of tcl76:
 tcl76 depends on tcl7.6; however:
  Package tcl7.6 is not installed.
dpkg: error processing tcl76 (--install):
 dependency problems - leaving unconfigured

Now, why isn't tcl76 upgraded before tcl7.6 is installed? Will Deity do
this The Right Way?

I also got these warnings:

dpkg - warning, overriding problem because --force enabled:
trying to overwrite `/usr/doc/tetex/tetex', which is also in package
tetex-doc

dpkg - warning, overriding problem because --force enabled:
trying to overwrite `/usr/doc/tetex/tetex', which is also in package
tetex-base

Now, why is this? /usr/doc/tetex/tetex is a symlink to
/usr/lib/texmf/doc/tetex. Only tetex-base installs files into this
directory, tetex-doc does nothing with it. I think the tetex-doc package
should not install this symlink.
