Why don't we just make this list "minimal" and remove everything but
libc6-dev? (or libc-dev, using a virtual name).

If we assume such a big list of development libraries, there would be very
few Source-Depends, and a lot of useful information would be lost.

For example: if we take ncurses-dev out of the list, every package
depending on it will have a Source-Depends: ncurses-dev, and this way
we can very easily see how many *source* packages will have to be
recompiled for ncurses3.4 (well, now is a little late, but I think the
example is still valid).
