I couldn't aqgree more.  Packages providing scripts which say
#!/bin/sh and which actually require /bin/bash are buggy, and
should have bug reports filed against them.  Unless someone
speaks up with reasons why I'm wrong about this, you'd be doing
the project a service by reporting bugs against the offending
packages when you notice these offenses.
