I think it's useful to have all the areas organized the same.  I
don't provide or maintain any of the download/install tools, but
it seems to me that their task would be simplified if they could
expect all areas on all the sites to be organized the same way.

Turning your argument around, with only 10 packages and three
sections to divide them into, is it really all that many troubles?
