Maybe that's easier to implement as a general mechanism, but this will
transfer on every package the responsibility to ask if it should be
the default wm.

Should the policy change, every package has to be changed. With a
single script as proposed by Joey, the policy can hopefully been
enforced by just changing 1 script. (one may see that as a danger,
though ;)
