So, if I install a new system, my users will have to wade
through over a thousand messages about new packages? Or if I
upgrade to a new release?  Not a good idea, I think.

Possibly a good idea, but a bad way to implement it. Also, only works
for manual pages. Better way to implement: have dpkg log new packages,
and have dwww generate a list of new documentation.
