How does this help? If you're not using shadow, it would still include
/etc/passwd if you filed a bug against base-passwd, would it not?
Perhaps there should be a switch that must be passed to bug to make it add
conffile to the menu. Or perhaps bug could use dialog to display a list of
conffiles, and let the user mark which ones to include, and if they include
/etc/passwd, it's their own fault.
