Yep, it's completely out of date.  The current applicable regulations
are the EAR (Encryption Admininstration Regulations) as promulgated by
the BXA (Bureau for Export Administration) available, last I checked,
from http://jya.com/bxa123096.txt.  The change from the ITAR was
effective January 1997.

The new regulations are *different*; there are things I've done in the
past that are now explicitly illegal :-)  Beyond that, check with your
own counsel, as always...
