QA Manager and Policy Manager appointed

Vincent Rendardias - you are appointed Quality Assurance manager.
Please work with Dale Scheetz - Dale has been starting up a testing
organization. Dale hasn't been feeling well and he also has
responsibility for lots of other stuff, so he appreciates the help.

Christian Schwarz - you are appointed Policy Manager. Your responsibilities
are to make sure that our policy manuals reflect the decisions arrived at
by the developers, and to coordinate implementation of policy decisions in
software and discussion of policy issues.
