Pilot Implementation of pre-installation package config

I have just made debmake-2.75 available which contains a pilot
implementation of configuring packages before they are installed.

Changes:

1. debstd. Accepts a new file "configure" in the debian directory.
That file is packaged up into the control.tar.gz in the .deb archive.

2. adpkg. Has a -c option to configure a package. Try it with this version
of debmake. Do

adpkg -c <fullpath>/debmake_2.75_i386.deb

and you should get some form of test message.

3. adpkg does installation of .deb packages with immediate configuration
instead of delaying configuration until all packages are configured.

This is all very experimental and might be buggy.

If someone is interested then I would like to discuss the semantics of
pre-installation configuration. We can test what we are talking about
with these pilot features of debmake.
