It's always the right thing to do, even if it seems to waste some time
(you can always play some Quake, while you wait). The idea of asking is to
avoid the confusion of several people uploading the "same" package to
master with possibly the same name, but not necessarily. Most of the time,
this is unnecessary, but then precautions aren't designed to handle "most
of the time" ;-)
