1003.2 mandates it in section 4.62, and says this to say about section
4, "Execution Evironment Utilities": "The Execution Environment
Utilities are the utilities that shall be implemented in all
conforming POSIX.2 systems."  Since we have at least one shell that
doesn't provide it as a builtin, we must not remove it.

Incidentally, I found a copy of POSIX.2 in
http://ftp.std.com/obi/Standards/posix/1003.2/
