Not in this particular package -- that's just standard DEC software
boilerplate. DEC got fined heavily ($1M or more?) for violating
export regs years ago (something to do with a VAX 8800 getting
smuggled to East Germany, which dates it in several ways :-) so by
default, DEC licenses reflect sensitivity to this. The text actually
doesn't say anything about crypto, or even about particular laws
(just as well, since the ITAR was replaced with the EAR as of 2 days
ago) but only that *you* will comply with the *applicable* laws,
whatever they may be.
