This caught my eye because my taper package has 2 internal use only
binaries (bg_backup, bg_restore) that are currently in /sbin, but are
only run by taper. 

Where should they go, then? Taper belongs in /sbin becuase you might be
booting in single user or emergency mode to restore a trashed filesystem.
So I dislike putting bg_* in /usr/lib/. Any suggestions?
