No, what it does is it compresses the original source tree into a
.tar.gz file.

This is why it's a diff-only upload: unless you pass the "-sa" parameter
to dpkg-buildpackage, dpkg-buildpackage assumes the source has already been
uploaded.

Because this is only done for revision 1 of a package.

I'm closing this bug; it's a misunderstanding of how dpkg does things.
