Don't worry - we had this discussion months ago, but I never got
aroung to doing it. I maintain adduser, login, and passwd packages.
I already have an adduser on my system that supports shadow (among
other fixes), but I need to test it more as I mostly rewrote
everything.
The plan was pretty much what you said - hold off on uploading a
shellutils without an su. After a passwd package exists with the more
secure su in it (which will Replace: shellutils), then you can upload
a shellutils without su which depends on that version or higher of
shellutils.
