Bug#5243: libc5-dev directory permissions set wrong

In the /usr/include directory, shouldn't the permissions on the
directories (arpa/, net/, netinet/.. others) be set 'drwxr-xr-x'? As they
are now (drwxr-xr--, root.root) normal users can't access them.
