Setting LANG is enough to have man search under /usr/man/fr_FR even if
$MANPATH seems not to have been set. Locales are presumed under the
hierarchy.
What you missed is the update to /etc/manpath.config and the creation of
the hierarchy under /var/catman/man/fr_FR. You also should run mandb.
Probably the page you displayed was yet in the cache. Try with an
unusual one (you should see the message about reformatting).
I suggest you to download my last upload of manpages-it (0.1b-1 in
unstable) and take a look at the postinst, prerm and postrm scripts.
They modify /etc/manpath.config and create the cache dirs).
