My directions were originally for someone installing Debian from
scratch and then going straight to ELF. I should have made that
clearer.

No, it won't be. There are several packages which leave certain files
behind, even when they are removed. In libc's case, it leaves
libc.so.4.* and libm.so.4.* behind in /lib. This is one of the
reasons I started the thread on dpkg/upgrading that I still need to
reply to.
