Kernel dependencies

It would be nice to be able to do the followig dependency

Depends: kernel (>=2.1.16)

for the a future editition of the bridgex and dosemu package.

But the kernel is packaged in a way that does not allow this.

Packagename: kernel-image-2.0.27
Version: 1.00

Are we here not here defying the very principles Debian was build on?

IMHO the kernel should be packaged the following way to be true to Debians
Packaging scheme.

Packagename: kernel
Version: 2.0.27-6

Also dpkg does REQUIRES the specification of a delta in dependencies and
does not allow an easy way to depend on upstream versions.

Shall I file a bug against both packages? It seems that the policy
supports the both problems.
