Actually, I just sent Bruce this email which is a much simpler solution:
Just have a no-content package (ie - control file only) like this:
Package: xdependency
Version: 1.0
Depends: xlib6
Provides: xlib, xlibraries, xbaseR6
Description: Provide backwards compatible X dependencies
Some X programs were depending on the wrong packages. This tiny
package provides backward compatible virtual packages so those
programs won't be dinstalled when X 3.2 is installed.

After those programs are fixed, this package can be removed.
It would take 5 minutes to build this, and probably considerably
longer to recompile and repackage the X stuff. I think this is a much
cleaner solution.
