That's right for users. But for system UID, we can assume that only packages will create files with this UID. Upgrading both the base-passwd package and the other package can make it work.
Something like:
	base-passwd version 6.7-9 conflicts with myfunkypackage (<<1.2.3-4)
	myfunckypackage version 1.2.3-4 requires base-passwd (>=6.7-9)

I'm not advocating this is the right way to it, but it can be done.
Oviously, it won't work if myfunckypackage creates files with the moving UIDs and/or GIDs...
