Bug#5338: e2fsprogs 1.06 pre-depends on itself

Well, split it if you want, but I don't think it's necessary.

If you put

libext2fs 2

(with no dependency) in your shlibs.local you'll (hopefully) find that
no predependency for that library is generated.

If this isn't the case then you can leave things on manual for the
moment (or sed the output from dpkg-gencontrol or the debian/substvars
file or something) and you should then tell me and reassign this bug
to dpkg-dev.
