AFAIK the second (terretory code) can and should be ommited whenever
possible. Kind of "best match" should be used. Since the software does no
best match I guess it is neccessary to eigther install all possible locales
as links or patch the software to use best match/loose pattern matching. The
Reason for this is, that users should be able to set 

"de_CH" (or "fr_CA") and still get "de_DE" or "fr_FR" documents. Best
soltution would be to install "fr" und "de" documents and match the prefixes
if full-matches fail.
