Bug#5310: xntp and xntp-doc inconsistently assigned

The package xntp is section net, priority extra. The package xntp-doc, which
provides a tree of HTML and other docs optionally loadable for xntp is in
section net, priority optional.
This seems wrong/backwards to me... the assignments predate my taking over the
package from the previous maintainer.
I'd suggest that they both have the same priority, and I'd choose optional. I
will update my control files to reflect that. Please do the right things to
the overrides file to fix this.
